We found this home page mesmerizing. The search engine input page is excellent, it includes options for sorting output of found pages. But the output is terrible. We searched for "1999" and found 127 documents, most of which appeared to be press releases, but the first ten links presented to us were all 404. Navigation was also poor. Links to publications appeared at the bottom of pages in the "Practice Areas" section. Links should be at the tops of pages so people don't miss them. For this same reason, we prefer navigation bars that remain constant throughout the site. The makings of a good site are here, but the site gets bogged down by frames and poor organization.
