A two-frame presentation is used on the home page. Frames are fine if the number is kept to two, but the content of the frames still matters. Here the graphics are sub-par, and the presentation is not professional, in part because too many fonts are used on the home page. The "Professional Directory" page contained over 84 Kbytes of content. That's the equivalent of about 40 printed pages. A better approach is to break up large chunks of data like this into Web-friendly pieces. Some substantive content was online under "Legal Articles & Alerts," but presentation of those pages was poor. The "Ask Sylvia" section (The Library Services Inquiry Page) was interesting. With some fine tuning, this section could give users a reason to come back to the site. Search engine output would be much better if bookmark-friendly titles were used.
