Broadcasting
The firm represents the interests of its clients engaged in radio, television, low power television and digital television before the FCC. Throughout its history, the firm has provided regulatory, strategic and transactional services to its broadcast clients. We have developed an expertise in complex, multiparty rulemaking proceedings to upgrade and allocate new radio stations. The firm has actively participated in the high definition television proceedings before the FCC, successfully securing numerous modifications to the digital channel allocation plan adopted by the FCC. Attorneys have extensive experience in negotiating complex transactions, including an ability to determine whether the transaction is likely to involve the Department of Justice on antitrust issues. The firm has unparalleled experience in wireless cable system development and operation. Since 1985, firm attorneys have participated in every major FCC rule making proceeding involving wireless cable. We have negotiated hundreds of channel lease and purchase and sale agreements, and successfully prosecuted over a thousand applications for both new and modified MDS and ITFS facilities. We also offer advice and counsel on FCC and Copyright compliance, and currently are assisting numerous clients in the transition from analog to digital operations, which allows for the provision of data and other advanced services. The firm's representation of cable television systems includes both multiple and single system operators. On behalf of such clients, we provide a broad range of services including advice and counsel on compliance with FCC and Copyright rules and regulations, franchise matters and programming issues. We also assist clients on transactional matters involving the purchase and sale of cable properties. The firm has also actively lobbied Congress on behalf of small cable operators, and assisted in the formation and emergence of the principal grass roots trade association for small cable interests.
Telecommunications
At both the federal and state level, the firm represents the interests of clients engaged in all facets of wired and wireless telecommunications. Throughout its history, the firm has provided regulatory, strategic and transactional services to cellular, paging and satellite clients. The firm also is active in representing competitive local exchange carriers before states as well as the FCC. In addition, the firm has advised toll-free carriers on policy matters and participated in rule making proceedings at the FCC. The firm has advised clients on licensing and policy matters at the FCC and the International Telecommunications Union. Internet
The development of the Internet may well be single most important event in the history of telecommunications. It is not inconceivable that there will come a time when all types of communications -- data, voice, and video -- will be transmitted via the Internet Protocol (IP). Our attorneys have considerable depth in issues involving the Internet. We represent entities that seek regulatory authority to offer Internet access such as wireless cable providers, cable providers and competitive local exchange carriers. We participate in Internet Service Provider (ISP) conventions, and have authored articles on regulatory issues affecting ISPs. We have a working knowledge of intellectual property issues that impact the Internet. Perhaps most importantly, we have made an effort to learn the technology of the Internet so that we can speak the language of our clients and help them understand and overcome any legal or regulatory impediments to developing full-scale Internet-related businesses.
